The story unfolds across North America as the organizers prepare for a 48-team competition hosted jointly by the United States, Canada and Mexico, with sixteen venues scattered across the continent. The season begins on Ian's first day, when he must immediately decide which cities will host the semi-finals while coping with FIFA's last-minute changes to the schedule. The Miami branch of the Oversight Team, led by figures such as Eric Van Dupuytrens, proves difficult to navigate, and Ian struggles to fit into a workplace filled with clashing personalities and bureaucratic absurdity.
